A planned town bordered by two tribal nations
Fountain Hills began as a McCulloch Oil development laid out around the fountain built in 1970, and it incorporated in 1989. The town covers 20.4 square miles, and ZIP 85268 sits almost wholly inside it, 99.0% town and 1.0% Scottsdale. Its neighbors are the Fort McDowell Yavapai Nation, the Salt River Pima-Maricopa Indian Community and Scottsdale's east Shea area. Building permits run through Development Services at Town Hall on Avenue of the Fountains, so nearly every repair after a leak here goes through a single local office.
Housing is mostly from the 1990s on. In the town, the median home dates to 1994, 35.4% of units were built in that decade and only 12.1% predate 1980. Detached houses make up 66.5% of units and single-family attached homes 13.1%, so shared walls are common enough to plan for. The population skews older, with a 2020 median age of 60.8, and many owners spend part of the year elsewhere, which shapes how and when leaks get found.
Codes and what is in them
Fountain Hills itself is one ZIP code, nearly all of it inside town limits.

Rio Verde (85263) is unincorporated Maricopa County land that holds both a 55-plus HOA golf community on EPCOR well water and the separate Rio Verde Foothills, which depends on hauled water. Fort McDowell (85264) contains the reservation of the Fort McDowell Yavapai Nation, tribal land with its own government, inside a much larger unincorporated ZIP. Both are covered through the East Valley line without pages of their own.
Part-year residents and the leak nobody sees
The ACS counts 11.9% of the town's housing units, 1,565 homes, as held for seasonal or occasional use. Many sit empty for months at a time, and a water heater, washer hose or ice maker line that fails in an empty house has nobody to notice it. By the time an owner or neighbor opens the door, the water has usually spread under flooring and wicked up the drywall, and the job has become structural drying rather than a mop-up.
A few precautions do most of the work. Turning off the main valve before leaving, adding battery leak alarms at the heater and laundry, and arranging a walk-through every week or two catch failures while they are small. Owners of attached homes should leave a contact number with the household on the other side of the shared wall, since a leak in an empty townhome often shows up next door first, as a damp baseboard or a stain low on the wall.
Ashbrook, Balboa, Legend and Colony washes, and EPCOR water
Four named washes, Ashbrook, Balboa, Legend and Colony, cut through Fountain Hills on their way to the Verde River, and they flood during rain, sometimes blocking traffic at signed wash crossings. Homes that back onto a wash, or sit below a street that drains toward one, are where runoff tends to reach garages and patio doors. Wash water carries silt into carpet and the bottom of drywall, which is why monsoon flood cleanup starts with removing debris before any equipment is set up.
EPCOR's Chaparral City district serves about 14,500 connections in Fountain Hills and parts of Scottsdale, using Central Arizona Project water mixed with Lake Pleasant water plus groundwater from beneath the town. Hardness runs about 16 grains per gallon, enough to scale tank heaters and fixture valves steadily over the years. Sewer service comes from the Fountain Hills Sanitary District, which answers around the clock for breaks in public lines, and the town lists SRP for power emergencies.
For Fountain Hills the coverage is water losses alone; fire and smoke damage and mold removal are outside it.
Rio Verde, Fort McDowell and the East Valley line
Calls from Rio Verde (85263) and Fort McDowell (85264) are handled through this page as well. ZIP 85263 is unincorporated county land. The Rio Verde community there, an age-restricted 55-plus golf community governed by an HOA and built from 1973 onward, gets EPCOR water from five groundwater wells, and 22.0% of the ZIP's housing units are held for seasonal use. The separate, unincorporated Rio Verde Foothills is the area that lost its hauled Scottsdale water on January 1, 2023; it has no piped water to homes, and EPCOR opened a permanent fill station there on January 1, 2026.
ZIP 85264 covers about 428 square miles, far more than the Fort McDowell Yavapai Nation's reservation, which was created in 1903 from the former military reserve and is governed by the Nation's elected tribal council under its own jurisdiction. Off the reservation, the ZIP is unincorporated land handled by Maricopa County Planning and Development. Mobile homes are 12.9% of the ZIP's 333 housing units, and under-floor leaks in those collect beneath the home rather than spreading across a slab. The East Valley line routes calls from all three ZIPs for water damage only; fire, smoke and mold removal are outside the referral.

Local questions: Fountain Hills
Was Rio Verde the community that ran out of water?
No. The hauling crisis that began when Scottsdale stopped supplying water on January 1, 2023 hit Rio Verde Foothills, an unincorporated area without piped water. The Rio Verde community is a different, HOA-governed neighborhood whose homes are on EPCOR well water.
Who handles permits for repairs on Fort McDowell land?
Reservation land is under the jurisdiction of the Fort McDowell Yavapai Nation, governed by its elected tribal council, so homeowners there should ask the Nation directly. Parts of ZIP 85264 off the reservation are unincorporated county land and use Maricopa County Planning and Development.
Can the Fountain Hills washes reach houses?
They can. The washes overflow their crossings in heavy rain, and lots that sit beside a wash or downhill of a draining street are the most exposed. Clear yard drains, sound garage door seals and soil graded away from the walls all help before the summer storm season.
Does Fountain Hills's 85268 use the 480 number?
It does. 85268 is answered on the East Valley line at (480) 806-1352.
